Management Alert – Issues Identified in the Outbound International Mail Market
This management alert presents Issues Identified in the Outbound International Mail Market. These issues came to our attention during our ongoing audit of Costing Best Practices. The objective of this management alert was to provide Postal Service officials immediate notification of the issues identified during our ongoing audit. The issue requires immediate attention and remediation.
Postal Service pay administration policies establish conditions and procedures for setting the salaries of Postal Service employees. Salary schedules are a means for determining compensation by employment category and progressively higher pay grades exist within most categories. Major categories with separate schedules include clerks, city carriers, rural carriers, mail handlers, executive and administrative positions, and postmasters.
The Stafford Post Office is in the Houston District of the Southern Area. The Stafford Post Office has 18 regular city routes delivered by 25 city carriers (21 full-time regular city carriers and four city carrier assistants). We selected Stafford Post Office based on our analysis of stop-the-clock (STC) scan data from the Product Tracking and Reporting (PTR) system. Our objective was to evaluate the package delivery scanning process on select routes at the Stafford Post Office in Stafford, TX.
