Rec. 4.b: The DoD OIG recommended that the Commander, Pearl Harbor Naval Shipyard establish replacement plans for the six relocatable facilities that do not have one or convert the facilities to real property.

Rec. 6.a: The DoD OIG recommended that the Commander, Pacific Missile Range Facility, Barking Sands determine whether the 16 relocatable facilities without approvals are being used for a valid requirement in accordance with DoD Instruction 4165.56, and if so, submit approval requests to Navy Region Hawaii. If the facilities are no longer being used in accordance with the Instruction or are no longer needed, convert the facilities to real property or terminate the use of the relocatable facilities.

Rec. 6.b: The DoD OIG recommended that the Commander, Pacific Missile Range Facility, Barking Sands Coordinate with tenant organizations and establish exit plans for the 13 relocatable facilities that do not have one or convert the facilities to real property.

Rec. 7.a: The DoD OIG recommended that the Commanding Officer, Marine Corps Base Hawaii determine whether the 17 relocatable facilities without approvals are being used for a valid requirement in accordance with DoD Instruction 4165.56, and if so, submit approval requests to Logistics Facilities at Marine Corps Headquarters. If the facilities are no longer being used in accordance with the Instruction or are no longer needed, convert the facilities to real property or terminate the use of the relocatable facilities.

Rec. 7.b: The DoD OIG recommended that the Commanding Officer, Marine Corps Base Hawaii Submit requests for extended use to the Logistics Facilities at Marine Corps Headquarters for the 22 relocatable facilities that are past the established expiration date and still needed or terminate the use of the relocatable facilities.

Rec. 7.c: The DoD OIG recommended that the Commanding Officer, Marine Corps Base Hawaii establish exit plans for the 15 relocatable facilities that do not have one or convert the facilities to real property.

Rec. 8.a: The DoD OIG recommended that the Assistant Secretary of the Navy for Energy, Installations, and Environment direct installation officials to notify the cognizant fire inspectors of the location and building number for all inhabited relocatable facilities that require annual inspections.

Rec. 8.b: The DoD OIG recommended that the Assistant Secretary of the Navy for Energy, Installations, and Environment modify the accountability property system of record used by the Navy and Marine Corps to track relocatable data to account for all the data elements required for reporting in DoD Instruction 4165.56 or maintain a separate managerial system to track the required data.

Rec. 8.c: The DoD OIG recommended that the Assistant Secretary of the Navy for Energy, Installations, and Environment report an accurate and complete inventory of owned and leased relocatable facilities to the Office of Assistant Secretary of Defense for Energy, Installations, and Environment, in accordance with DoD Instruction 4165.56.

Rec. 8.d: The DoD OIG recommended that the Assistant Secretary of the Navy for Energy, Installations, and Environment reinforce the requirements of DoD Instruction 4165.56 and provide training on the requirements of the Instruction to the applicable installation personnel.

Rec. 9.a: The DoD OIG recommended that the Commanding General, U.S. Army Materiel Command direct installation officials to notify the cognizant fire inspectors of the location and building number for all inhabited relocatable facilities that require annual inspections.

Rec. 9.b: The DoD OIG recommended that the Commanding General, U.S. Army Materiel Command reinforce the requirements of DoD Instruction 4165.56 and provide training on the requirements of the Instruction to the applicable installation personnel.

We recommend that the Grantee establish policies and procedures for the timely submission of progress reports in accordance with the Uniform Guidance and grant agreement.

Revise policies and procedures over the maintenance of accounting records to ensure costs incurred for Federal awards are accurately recorded and supported by documentation prior to reporting financial information to ARC.

Work with ARC to resolve the questioned costs totaling $4,231 of ARC funded personnel cost and $324 of ARC funded fringe benefits cost.

We recommend that the Director of the U.S. Census Bureau complete and implement the 2026 Census Test staffing plan before recruitment begins to increase the likelihood of meeting the test’s field staff needs.

We recommend that the Director of the U.S. Census Bureau establish and implement oversight responsibilities to ensure staffing plan activities are completed by established due dates.

We recommend that the Director of the U.S. Census Bureau develop and implement a process that includes clearly defined staffing plan responsibilities and expectations and ensures decisions made are timely, documented, and retained for future decennial census planning.

We recommend that the Director of the U.S. Census Bureau establish firm due dates for all staffing plan activities, including all required data received from other divisions to ensure timely completion of the staffing plan.

The Chief Information Officer should prioritize and resolve the backlog of configuration compliance vulnerabilities in the platform.

Complete POA&Ms and/or RBDs to document and track the **2** overdue configuration compliance vulnerabilities.

Ensure that the Standard Operating Procedures and IRM reflect consistent guidance regarding the requirements and timing of POA&Ms and/or RBDs.

The Chief Information Officer should develop and approve an RBD or POA&M for deviating from the requirement to employ *****2******** ******2******* for all systems.

The Chief Information Officer should reconcile the platform asset inventory to the new inventory management system to ensure its completeness and accuracy.

Require the Threat Assessment Team to assess threats identified in Assault Threat Specialty Reports as jacketed cases and document them in the Threat Assessment Case Tracking system.
