We recommend that the Chief Operating Officer for Federal Student Aid instruct SLMA to disclose any other instances, at any of its subsidiaries (e.g., NLMA, Southwest Student Services Corporation, Student Loan Funding Resources, Student Loan FinanceAssociation), of loans billed under the 9.5 percent floor calculation after the eligible taxexempt bond issue matured and after the loans were refinanced with funds derived from an ineligible funding source and, if necessary, adjust its special allowance billings for all affected loans and return all overpayments to the Department.

Assess its discovery obligations regarding Stellar Wind-derived information in international terrorism prosecutions.

Carefully consider whether it must re-examine past cases to see whether potentially discoverable but undisclosed Rule 16 or Brady material was collected by the NSA under the program, and take appropriate steps to ensure that it has complied with its discovery obligations in such cases.

As part of the [Redacted] project, the Justice Department's National Security Division (NSD), working with the FBI, should collect information about the quantity of telephone numbers and e-mail addresses disseminated to FBI field offices that are assigned as Action leads and that require offices to conduct threat assessments.

Consistent with NSD's current oversight activities and as part of its periodic reviews of national security investigations at FBI Headquarters and field offices, NSD should review a representative sampling [Redacted] leads to those offices.

In coordination with the NSA, implement a procedure to identify Stellar Wind-derived information that may be associated with international terrorism cases currently pending or likely to be brought in the future and evaluate whether such information should be disclosed in light of the government's discovery obligations under Rule 16 and Brady.

We recommend that the Director, Office of Public Housing, New York, instruct Authority officials to seek repayment of $50,237 in ineligible housing assistance payments.

A.1.a: The DoD OIG recommended that the Office of the Under Secretary of Defense (Comptroller)/Chief Financial Officer, DoD, charge a proper appropriation, or coordinate with the Office of Management and Budget and the U.S. Treasury to: 1. obtain a waiver to hold a certain amount of cash without charging an appropriation, or 2. establish a new U.S. Treasury account symbol to charge when cash is obtained from the U.S. Treasury.

We recommend that the Director of HUD's Detroit Office of Public Housing require the Commission to reimburse its program $46,478 from nonfederal funds for the 34 units cited in this finding that were in material noncompliance.

We recommend that the Director of HUD's Detroit Office of Public Housing require the Commission to reimburse its program $29,148 from nonfederal funds for the seven long-term vacant units it inappropriately included in its program operating subsidy calculations.
