A.1.b: The DoD OIG recommended that the Under Secretary of Defense for Policy update DoD Instruction 2000.30 to reflect the roles and responsibilities of the Assistant Secretary of Defense for Strategy, Plans, and Capabilities for global health engagement and their role on the Global Health Engagement Council.

(U) Rec. A.2: The DoD OIG recommended that the Deputy Assistant Secretary of Defense for Global Partnerships, in coordination with the DoD Global Health Engagement Council, provide a written proposal to the Under Secretary of Defense for Policy detailing its recommendations about how to implement Recommendations A.3.a-d.

A.3.a: The DoD OIG recommended that the Under Secretary of Defense for Policy issue policy for the assessment, monitoring, and evaluation of global health engagement activities that includes the recommendations from the Deputy Assistant Secretary of Defense (Global Partnerships) proposed in response to Recommendation A.2. The policy should establish criteria to determine which global health engagement activities require assessment, monitoring, and evaluation, and identify the DoD entities, roles, and responsibilities for the required Assessment, Monitoring, and Evaluation of Global Health Engagement activities.

A.3.b: The DoD OIG recommended that the Under Secretary of Defense for Policy issue policy for the assessment, monitoring, and evaluation of global health engagement activities that includes the recommendations from the Deputy Assistant Secretary of Defense (Global Partnerships) proposed in response to Recommendation A.2. The policy should define which global health engagement activities are security cooperation activities and subject to the requirements in DoD Directive 5132.03, "DoD Policy and Responsibilities Relating to Security Cooperation."

A.3.c: The DoD OIG recommended that the Under Secretary of Defense for Policy issue policy for the assessment, monitoring, and evaluation of global health engagement activities that includes the recommendations from the Deputy Assistant Secretary of Defense (Global Partnerships) proposed in response to Recommendation A.2. The policy should identify the sources of funding available for the required Assessment, Monitoring, and Evaluation of Global Health Engagement activities.

A.3.d: The DoD OIG recommended that the Under Secretary of Defense for Policy issue policy for the assessment, monitoring, and evaluation of global health engagement activities that includes the recommendations from the Deputy Assistant Secretary of Defense (Global Partnerships) proposed in response to Recommendation A.2. The policy should identify the component(s) responsible for ensuring the global health engagement workforce is appropriately sized and has the required skills, training, and competencies to plan, conduct, assess, monitor, and evaluate global health engagement activities.

B.2: The DoD OIG recommended that the Director of the Defense Security Cooperation Agency, informed by the written proposal from the Deputy Assistant Secretary of Defense for Global Partnerships developed in the response to Recommendation B.1, develop and implement the following four functions for global health engagement .activities into Socium: * Alignment of global health engagement activities to campaign objectives; * A common operational picture that includes global health engagement activities; * Interfacing with the Concept and Funding Request system and the Overseas Humanitarian Assistance Shared Information System; and * Functions that enable assessment, monitoring, and evaluation of…

Allmond recommends that GLS develop written policies and procedures for the annual monitoring of all user accounts. For user accounts relating to service organization systems, GLS should proactively generate or request a listing of user accounts, if one is not already provided by the service organization, and perform a review of the current system users and their permissions. The reviews should be documented and evidence of the review for each system should be retained according to the Agencys document retention policy.

Allmond recommends that GLS should amend its policies and procedures to require the review and retention of external source documentation, such as original receipts, purchase confirmations, and other purchase verification for all purchase card transactions, so that: this information can be compared to the purchase order, purchase card log, and other internally-created documentation during the approval process, and the information is readily available for external review.

Coordinate with SEC offices and management who share responsibilities in the anti-harassment program to (a) update the policies and procedures to clarify key terms, roles, and responsibilities; (b) educate program officials on their roles and responsibilities; and (c) ensure established timelines are met.

Establish, implement, and communicate policies and procedures to process anti-harassment program cases that present a conflict of interest, and ensure the procedures align with EEOC requirements and guidance for anti-harassment programs.

Establish a blanket Memorandum of Understanding with another federal agency and/or enter into other written agreements with other entities to process conflict-of-interest harassment cases in a timely manner.

Develop and implement policies and procedures to ensure anti-harassment cases are consistently and accurately tracked and documented, including internal review processes.

Review and update, as needed, the System of Records Notice for the anti-harassment program to ensure it reflects accurate information and safeguards all records collected under the program.

Develop and implement a review, monitoring, and validation process to ensure complaints, including those handled by other third-party agencies, are processed and files are maintained in accordance with all statutory and EEOC requirements.

Develop and implement a process to ensure harassment allegations raised during the complaint process are tracked and promptly referred to the anti-harassment program.

Develop and implement a process to ensure contractor training certifications (such as those for contracted counselors, mediators, and investigators) are requested and retained.

Finalize and distribute updated standard operating procedures for all complaint processes and ensure the policies align with OEEO’s current processes, to include defining conflict-of-interest cases and steps for processing such cases.

Finalize and distribute the SEC administrative regulations for filing complaints of discrimination and the Agency’s Conflict-to-Resolution alternative dispute resolution program.

Reassess the SEC’s equal employment opportunity alternative dispute resolution program to (a) identify and leverage circumstances in which alternative dispute resolution is most successful during both informal and formal complaint processes; and (b) refresh and implement training for SEC managers and employees to encourage higher participation in the Agency’s alternative dispute resolution program.

Implement the use of participant surveys and/or other methods to solicit feedback from individuals who participated in the equal employee opportunity complaint program.

Establish a process to timely coordinate with the Office of Human Resources to ensure No FEAR Act training is assigned and available to the SEC workforce no less than every two years.

Evaluate available resources and establish a plan to prioritize new supervisor briefings such that briefings are provided to all new SEC supervisors in a timely manner.

HUD OCIO should implement a process to consistently update and maintain its inventory of hardware assets and ensure that the inventory is consistent with the automated discovery scans used to perform vulnerability, configurations, and continuous diagnostics and mitigation scans and use this inventory to consistently remove unauthorized hardware assets from the HUD network (IG FISMA metrics 2, 20, and 21).
