DBR’s Quality Control Program Did Not Detect a Documentation Deficiency in Its Oversight of the FHLBank System’s Information Security and Cybersecurity Risk Management
We conducted this evaluation to determine whether American Recovery and Reinvestment Act grants for cleaning up brownfield sites achieved the Brownfields Program intent of cleaning up and reusing these sites.
Summary of Findings
As of May 2025, of the 38 brownfield sites that received American Recovery and Reinvestment Act cleanup grants in 2009, 29 sites, or 76 percent, had achieved the Small Business Liability Relief and Brownfields Revitalization Act’s statutory intent of both cleanup and reuse of contaminated sites. Nine sites, or 24 percent, had not achieved that statutory intent.
We determined that USDA has not fully implemented cybersecurity and governance controls within Artificial Intelligence systems in compliance with federal standards, leaving the agency at risk of data breaches or reputational harm.
