- Conduct on the part of an agency employee that may be a violation of law, regulation, policy, or rules
- Fraudulent or other criminal or illegal activity on the part of any individual or entity contracting with or receiving a benefit from the agency
- Abuse of authority or a substantial and specific danger to the public health and safety
- Gross waste of funds
- Whistleblower reprisal
