Allegations of wrongdoing made against:

• A Federal Inspector General;
• A designated senior staff member of a Federal OIG;
• The Special Counsel, U.S. Office of Special Counsel (OSC); and
• The Principal Deputy Special Counsel, OSC.

These individuals are collectively referred to as “Covered Persons”. The IC may act on a complaint against an individual who is no longer a Covered Person if the alleged wrongdoing occurred while the individual was a Covered Person.

Note: If you are uncertain whether the senior OIG staff member against whom you wish to submit an allegation has been designated as a Covered Person, you may nonetheless submit the complaint to the IC. The IC routinely screens all complaints to confirm that the subject of the allegations is within the IC’s purview.
