(U) Rec. A.1: The DoD OIG recommended that the Under Secretary of Defense for Policy update DoD Directive 5230.20, "Visits and Assignments of Foreign Nationals," June 22, 2005, to include the establishment of criteria for granting exceptions to policy and clarification of guidance on the use of extended visit requests.

Improve the collection and analysis of utilization data for inmate medical care to better understand the services that inmates need and the impact it has on the BOP's medical spending.

Clarify guidance to further define “legitimate decommissioning activities” by developing objective criteria for this term.

Develop and issue clarifying guidance to NRC staff and licensees specifying the instances when an exemption is not needed.

Develop a process to ensure the Office of Airports reports its Aircraft Rescue and Fire Fighting enforcement actions to FAA's Enforcement Information System database according to FAA Order 2150.3B.

We recommend the Executive for Agency Services  Establish standardized policies and procedures for tracking and documenting IRS record problems, including problems with refiles.  Identify timeframes for resolution and when the IRS should assist with resolution.

We recommend the Executive for Agency Services implement a mechanism (database, etc.) to facilitate the problem tracking and resolution process.

The Office of Programs should revise its overall process for the Railroad Retirement Act program that supports improper payment reporting requirements to ensure the accuracy of the data.

The Office of Programs should document policies and procedures to ensure that entire receivable balances are recorded in the agency’s receivable system.

The Office of Programs should revise its definitions of improper underpayments in the methodology used for the Railroad Unemployment Insurance Act program to ensure that it is in compliance with Improper Payment Elimination and Recovery Act of 2010 guidance.

We recommend that the TSA Administrator ensure TSA develops and adheres to a detailed, formal milestone plan to deliver the remaining 9/11 Act Notices of Proposed Rulemaking to DHS.

We recommend that the DHS General Counsel effectively coordinate with the Office of Management and Budget (OMB) to expedite the implementation of the remaining passenger rail requirements of the 9/11 Act.

Revise and update CPD 0465D, including prohibiting FBIRA Board Members from using personal financial instruments or accounts in connection with FBIRAs, clearly delineating permissible and impermissible uses of FBIRA resources, and requiring accountability for RA funds.

Provide appropriate training and guidance to FBIRA directors and FBI Field Division managers.

Rec. 1.a: The DoD OIG recommended that the Regional Health Command-Europe Commander review, research, and pursue collection on the delinquent medical service accounts that remain open.
