(U) Rec. 1: The DoD OIG recommended that the Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict and the Commander of the U.S. Special Operations Command, in coordination with the Chief of Staff of the Army, Commandant of the Marine Corps, Chief of Naval Operations, and Chief of Staff of the Air Force, develop a plan for updating senior joint professional military education to educate senior leaders on military information support operations web operations (Leadership and Education action), and implement resourcing of validated military and civilian manpower (Personnel 1 action).

(U) Rec. 2.a: The DoD OIG recommended that the Director of the Joint Military Information Support Operations Web Operations Center, in coordination with the Commander of the U.S. Special Operations Command, coordinate with the Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict and the Director of the Air Land Sea Application Center to develop a plan to revise Joint Publications to include military information support operations web operations (Doctrine 1 action) and develop a handbook for military information support operations web operations (Doctrine 2 action).

(U) Rec. 2.b: The DoD OIG recommended that the Director of the Joint Military Information Support Operations Web Operations Center, in coordination with the Commander of the U.S. Special Operations Command, coordinate with the Under Secretary of Defense for Intelligence and Security and the Commanders of the participating combatant commands to develop a plan to establish a continuity of operations plan and location for all of the Joint Military Information Support Operations Web Operations Center elements (Organization 2 action).

(U) Rec. 2.c: The DoD OIG recommended that the Director of the Joint Military Information Support Operations Web Operations Center, in coordination with the Commander of the U.S. Special Operations Command, coordinate with the Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict and the Commanding General of the U.S. John F. Kennedy Special Warfare Center and School to develop a plan to revise military information support operations courses and courseware on Internet-based Military Information Support Operations (Training 2 action).

(U) Rec. 2.d: The DoD OIG recommended that the Director of the Joint Military Information Support Operations Web Operations Center, in coordination with the Commander of the U.S. Special Operations Command, coordinate with the Commanders or Directors of the Military Services' Lessons Learned Centers to develop a plan to catalog Joint and Service lessons learned on Internet-based Military Information Support Operations (Training 5 action).

(U) Rec. 2.e: The DoD OIG recommended that the Director of the Joint Military Information Support Operations Web Operations Center, in coordination with the Commander of the U.S. Special Operations Command, coordinate with the Joint Staff Director for Manpower and Personnel to develop a plan to complete a FY 2023 Manpower Study Review in accordance with full operational capability (Personnel 2 action).

(U) Rec. 2.f: The DoD OIG recommended that the Director of the Joint Military Information Support Operations Web Operations Center, in coordination with the Commander of the U.S. Special Operations Command, coordinate with the U.S. Army Corps of Engineers to develop a plan to establish permanent facilities for the Joint Military Information Support Operations Web Operations Center (Facilities 2 action).

CMS should explore the discrepancy between Medicaid claims data and medical documentation for lead toxicity and implement solutions to ensure better oversight of the EPSDT program.

CMS should issue guidance to reiterate State obligations under the EPSDT benefit to ensure access to services to correct or ameliorate confirmed blood lead levels identified during screenings.

Design and implement a quality assurance program to ensure that SBA system hardware inventory is maintained as required by the National Institute of Standards and Technology (NIST) Special Publication 800-53.

Implement a process to ensure SBA reviews its external service providers for supply chain risks and ensure all assessments of supply chain risks are documented as outlined in NIST 800-53.

Communicate and reinforce to program offices the requirement to review and remove system and user accounts in accordance with SOP 90 47 6.

Develop, document, and implement a process that requires management review of information security data and report information security threats.

Coordinate with the Office of General Counsel; Office of Resolution Management, Diversity and Inclusion; and the Department of Justice Civil Rights Division to bring the existing Veterans Benefits Administration’s Adjudication Procedures Manual for accommodating veterans with visual impairments into compliance with38 C.F.R. § 14.500, VA Directive 5975, and Executive Order 12250.

Assign accessibility coordinators, publicize their names, and conduct a self-evaluation of policies as outlined in VA accessibility requirements.

Coordinate a process to ensure veterans with visual impairments are informed of the availability of accommodations, regardless of their level of disability.
