Enforce the Miami, FL, field office's monitoring findings and require the grantee to provide documentation to support costs totaling $1,161,616 or the grantee must reimburse its program from non-Federal funds for any costs that it cannot support.

Direct the Washington, DC, field office to require the grantee to provide documentation to support the $1,766,778 in unsupported payments identified or the grantee must reimburse its program from non-Federal funds for any costs that it cannot support.

Direct the Washington, DC, field office to require the grantee to repay its program $4,214 from non-Federal funds for the ineligible costs associated with activity 1515.

The Office of Programs should revise its overall process for the Railroad Retirement Act program that supports improper payment reporting requirements to ensure the accuracy of the data.

The Office of Programs should document policies and procedures to ensure that entire receivable balances are recorded in the agency’s receivable system.

The Office of Programs should revise its definitions of improper underpayments in the methodology used for the Railroad Unemployment Insurance Act program to ensure that it is in compliance with Improper Payment Elimination and Recovery Act of 2010 guidance.

We recommend that the TSA Administrator ensure TSA develops and adheres to a detailed, formal milestone plan to deliver the remaining 9/11 Act Notices of Proposed Rulemaking to DHS.

We recommend that the DHS General Counsel effectively coordinate with the Office of Management and Budget (OMB) to expedite the implementation of the remaining passenger rail requirements of the 9/11 Act.
