We recommend the Secretary of Homeland Security designate an office orofficial to establish adequate controls for overseeing the Department’s efforts tocombat wildlife trafficking. The designated office or official should:a) work with the Commissioner of CBP and the Director of ICE to jointlydevelop and implement clear and comprehensive policies and proceduresto oversee wildlife trafficking efforts and ensure consistency for CBP andICE; andb) ensure the Commissioner of CBP and the Director of ICE collect, analyze,and report complete and accurate data to demonstrate performance andresults.
