We recommend the Secretary of Homeland Security designate an office or official to establish adequate controls for overseeing the Department’s efforts to combat wildlife trafficking. The designated office or official should: a) work with the Commissioner of CBP and the Director of ICE to jointly develop and implement clear and comprehensive policies and procedures to oversee wildlife trafficking efforts and ensure consistency for CBP and ICE; and b) ensure the Commissioner of CBP and the Director of ICE collect, analyze, and report complete and accurate data to demonstrate performance and results.
