These include: -- Any accident involving a nuclear reactor, nuclear fuel facility, or radioactive materials, or -- Lost or damaged radioactive materials, or -- Any threat, theft, smuggling, vandalism, or terrorist activity involving a nuclear facility or radioactive materials.
