| Text of Recommendation | We recommend that the contracting officer verify that BCBS of Michigan has implemented the necessary procedures to ensure that Treasury offsets are timely returned to the FEHBP. At a minimum, the contracting officer should require BCBS of Michigan and the Association to each provide a certification that the plan has implemented these procedures. |
