We recommend that the Director of HUD's Buffalo Office of Community Planning and Development instruct City officials to provide documentation to support the reasonableness and eligibility of the administrative program delivery costs charged to the CDBG program, including $597,048 in program delivery costs that could have been allocated to the State program, and repay the CDBG program from non-Federal funds any amounts determined to be unreasonable or ineligible.

We recommend that NARA incorporate the wireless network into its RMF process by performing the following SA&A tasks: authorize network operation based on a determination of the risk to organizational operations and assets, individuals, other organizations, and the Nation resulting from the operation of the information system and the decision that this risk is acceptable.

We recommend NARA’s Chief Operating Officer (COO) ensure NARA IT investments do not bypass NARA’s CPIC process.

To ensure NARA IT investments do not bypass NARA’s CPIC process we recommend NARA’s Chief Operating Officer ensure the training guide for purchase card holders is updated to include a discussion of the requirements of NARA’s CPIC process.

Rec. A.1: The DoD OIG recommended that the Under Secretary of Defense for Intelligence develop and issue an overarching policy governing operation of the System of Record for Personnel Security Clearances.

Rec. A.3: The DoD OIG recommended that the DoD Office of General Counsel prepare an update to or replacement for DoD Directive 5220.6 to make it compliant with the requirements of DoD Instruction 5025.01 for accuracy and currency.

Rec. 1.b: The DoD OIG recommended that the Administrator for the DoD Office of Small Business Programs, Small Business Innovation Research Office, issue clarifying guidance to address the requirement for organizations to provide the Small Business Administration a complete and timely notification detailing why a proposed Small Business Innovation Research Phase III contract could not be awarded to the developer. The clarifying guidance should provide a single DoD interpretation of the requirement and address reporting requirements outlined in the Small Business Administration Small Business Innovation Research Policy Directive.

The Office of Programs should take action to correct the amount of the spouse annuities for the five error cases cited, and to establish overpayments as appropriate.

Provide all supporting documentation associated with the $10,838,880 (Footnote 13) Total disbursements of $10,876,095 were adjusted to consider $37,215 questioned in recommendation 1D. in State CDBG, Section 108, and program income proceeds disbursed for the development of the sports complex, if HUD determines the plan to be feasible (recommendation 1A). HUD must determine the eligibility, reasonableness, and allocability of the funds disbursed. OCMA must reimburse its State CDBG program from non-Federal funds any amount determined ineligible.
