Incorporate business unit-level progress toward execution of strategic plans in an Executive-level monitoring tool, such as the GPO Executive Dashboard.

Develop for Acquisition Services and Human Capital, an automation plan outlining GPO's ongoing efforts and way-forward to make processes more efficient, effective and accountable.

Add a running list of pending procurement actions, by stage, to the GPO Executive Dashboard to increase accountability and awareness of processing time for various actions.

Conduct a strategic, enterprise-wide, and forward-looking forecasting initiative to discern where GPO needs to be in the next decade and beyond.

On June 15, 2021, we alerted IRS management of our concerns with the systemic calculation of the allowable RRC amount. We recommended that IRS management review the returns we identified and provide us with any corrective actions they intended to take.

The PMF Program should develop and implement written policies and procedures surrounding the development of the assessment tools for every application cycle. If no assessment revisions occurred, it should be noted as such. Additionally, the Program should incorporate written procedures surrounding the reasons for assessment changes and the approval process for those changes.

The PMF Program should initiate annual internal audits/reviews of program statistics to assess the overall performance of the PMF Program. This review could include the number of participating agencies, demographic make-up of applicants and finalists, and the number of appointed Fellows.

The Chief Privacy Officer should establish a process that complies with Office of Management and Budget requirements regarding the selection, implementation, assessment, and continuous monitoring of privacy controls.

We recommend that the Washington State Health Care Authority review all managed-care health home encounters from July 1, 2013, through March 31, 2017, to determine the enhanced Federal reimbursement that should have been claimed for Medicaid managed-care health home service expenditures based on the portion of the MCOs' capitation payment rate that was specifically attributable to health home services and refund to the Federal Government any unallowable amounts.

We recommend that the Washington State Health Care Authority review all managed-care health home encounters from July 1, 2013, through March 31, 2017, to identify whether the encounters used to support claims for enhanced Federal reimbursement have since been removed from the encounter data and refund to the Federal Government any amounts that are no longer supported.
