Rec. 2.b: The DoD OIG recommended that the Assistant Secretary of Defense for Sustainment, in coordination with the Deputy Assistant Secretary of Defense for Global Partnerships create policies to ensure that DoD installations have permits in place before hosting interagency temporary housing and facility usage agreements, or they risk not being reimbursed for repair and restoration of the facilities.

Rec. 2.c: The DoD OIG recommended that the Assistant Secretary of Defense for Sustainment, in coordination with the Deputy Assistant Secretary of Defense for Global Partnerships develop policy for future humanitarian aid operations that require DoD installations to perform assessments of buildings that will be used before the housing of Department of State supported operations. The assessments will form the basis for restoration reimbursement after the Department of State supported operation is complete.

Develop and implement a process for revoking access to Bureau systems for separating Bureau employees.

Develop and implement procedures for timely collection of servicing fees and advisor fees in accordance with TIFIA program requirements.

Develop an accurate reporting system to identify and monitor payments not received on the date they are due.

Reimburse the $200,000 advisor fee overpayment referenced in this report.

Develop and implement a uniform policy identifying what documentation borrowers must submit with requisition request and disseminate to Operating Administrations.

Embassy Buenos Aires should obtain authorization from the Bureau of Overseas Buildings Operations to use shipping containers for permanent storage and office space or dismantle and remove them in accordance with Department requirements.

Embassy Buenos Aires should comply with all Department overseas motor vehicle safety standards for chauffeurs and incidental drivers under chief of mission authority.

Embassy Buenos Aires should enforce driver duty limits for all embassy drivers in accordance with Department guidelines.

Embassy Buenos Aires should separate property management responsibilities in accordance with Department standards.

Embassy Buenos Aires should require information systems security officers to perform their duties in accordance with Department standards.

Embassy Buenos Aires, in coordination with the Bureaus of Western Hemisphere Affairs and Information Resource Management, should remediate the network cabling infrastructure to comply with Department standards.

Embassy Buenos Aires, in coordination with the Bureaus of Western Hemisphere Affairs and Overseas Buildings Operations, should relocate the telecommunications demarcation points outside limited access area communications rooms in accordance with Department standards.

(U) Rec. 1: The DoD OIG recommended that the Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict and the Commander of the U.S. Special Operations Command, in coordination with the Chief of Staff of the Army, Commandant of the Marine Corps, Chief of Naval Operations, and Chief of Staff of the Air Force, develop a plan for updating senior joint professional military education to educate senior leaders on military information support operations web operations (Leadership and Education action), and implement resourcing of validated military and civilian manpower (Personnel 1 action).

(U) Rec. 2.a: The DoD OIG recommended that the Director of the Joint Military Information Support Operations Web Operations Center, in coordination with the Commander of the U.S. Special Operations Command, coordinate with the Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict and the Director of the Air Land Sea Application Center to develop a plan to revise Joint Publications to include military information support operations web operations (Doctrine 1 action) and develop a handbook for military information support operations web operations (Doctrine 2 action).

(U) Rec. 2.b: The DoD OIG recommended that the Director of the Joint Military Information Support Operations Web Operations Center, in coordination with the Commander of the U.S. Special Operations Command, coordinate with the Under Secretary of Defense for Intelligence and Security and the Commanders of the participating combatant commands to develop a plan to establish a continuity of operations plan and location for all of the Joint Military Information Support Operations Web Operations Center elements (Organization 2 action).
