Develop and document a monitoring control to ensure Centrally Billed Accounts (CBA) Citibank statements are properly reconciled prior to payment submission. (Finding 8)

Implement a mechanism to hold Office of Human Capital accountable for timely notification of employee termination to the Agency Program Coordinator upon completion of exit form. (Finding 9)

Coordinate with Treasury Administrative Resource Center to timely disable the terminated employee’s account and identify root cause for accounts that are not closed timely. (Finding 9)

Follow up on the 36 separated cardholder accounts to verify no charges were made after employee separation date. (Finding 9)

Perform a root cause analysis of the untimely account closeout and develop remediation plan as appropriate. (Finding 9)

Develop a strategy to periodically assess workload imbalances and implement a strategy to address such imbalances among Oversight Managers in the FDIC CIOO.

We recommend that the Chief Procurement Officer direct the contracting officers to review the current FSM contracts' QASP and update accordingly to ensure that all minimum contract requirements are included.

We recommend that the Chief Procurement Officer direct the contracting officers to oversee the implementation of the current FSM contracts' QASP.

We recommend that the Chief Procurement Officer require the contracting officers to implement the policies and procedures in the HUD Acquisition Policy and Procedure Handbook for completion of HUD's FSM contractor performance assessment reports in CPARS to ensure that Government past performance is documented properly and in a timely manner, at least annually, for use by all Federal agencies and maintained in the contract files.

We recommend that the Chief Procurement Officer require all staff involved in the oversight of FSM contracts to maintain the required documentation in the official contract file identified by HUD policy to support the contracts.

We recommend that the Chief Procurement Officer update HUD's field service manager contract monitoring plan and FSM qualitative monitoring databases used to monitor contractor performance to align with the QASP and contractual requirements as noted in recommendation 1G below.

We recommend that the Chief Procurement Officer require the contracting officers to formally designate CORs in a timely manner and maintain the required documentation in the proper location identified in the relevant HUD policies and procedures, which fully supports the CORs' oversight of the FSM contract.

Create and publish an HCOP that conforms to current OPM guidance.

Align HCOP and other EXRM strategic planning documents with the agency’sStrategic Plan.

Align and demonstrate how HCOP objectives and actions reflect HCF systemstandards.

Design and implement agency policies which describe how the use of data willsupport sound HC strategies and identify process improvements. This shouldinclude a process to identify deficiencies and a plan for remediation.

Establish formal communication strategies with all appropriate agency stakeholders (messages, briefings, policies etc.).

Publish all policy documents to appropriate staff.

Review and update all human capital policies, e.g., HCOP, Human Capital Policy, and Delegated Examining Policy, at least every five years.

Beginning with HCOP objectives, develop a clear feedback loop regarding policy implementation between EXRM and senior management on a regular basis, preferably at least quarterly.

Assess the impact of HC policies, programs, strategic goals, and initiatives on organizational performance, and develop and hold staff accountable to meet milestones designed to implement new policies, programs, and initiatives.

Implement and report to agency senior management on measures of the effectiveness of new policies, programs, and initiatives.

Develop key performance measures that reflect the effectiveness of EXRM’s support of the CPSC’s mission.

Use data developed in the new performance measures to correct any deficiencies and improve HC policies and programs.

Update and publish directives and SOPs for all major HC areas and routine HC tasks.
