Develop and implement internal policies and procedures to ensure that approved underwriters are accurately maintained and kept current in the origination systems for the Section 184 program.

Develop a comprehensive plan to continue to seek indemnification statutory authority, including consideration to include indemnification authority language in draft regulations currently being considered. Until statutory authority is obtained, develop and implement internal policies and procedures for the voluntary indemnification process, to include a voluntary indemnification agreement, followup procedures, and resolution procedures. Procedures should be revised once statutory authority is obtained.

Support line item expenditures for the administrative contract expense fund for fiscal years 2015 to 2018. OLG should repay the U.S. Department of the Treasury for any expenditures that cannot be supported.

We recommend that the Fort Peck Tribes develop and implement policies and procedures to ensure that FFRs, Carryover Reports, and Household Reports are properly completed and timely submitted to ACF.

We recommend that the Fort Peck Tribes develop and implement controls to verify that FFRs and Carryover Reports accurately report the amount of unobligated funds in the current year and to ensure that the tribes repay to the Federal Government amounts that can no longer be obligated because those amounts exceeded the 2-year grant period

We recommend that the Fort Peck Tribes refund to the Federal Government $436,765 for grant funds that remained unobligated after the 2-year grant period.

We recommend the Secretary of the Department of Homeland Security: Develop and implement a method to track the use of settlement agreements throughout the Department and its components.

We recommend that the Director of the Peace Corps provide country directors with additional support to resolve allegations of drug involvement under manual section 204, 3.5.1 and specifically consider the efficacy of reasonable suspicion drug testing as a means of doing so.

We recommend that the Office of General Counsel review the evidentiary standard required to administratively separate a Volunteer suspected of involvement with drugs to determine whether the standard, and its application, is consistent with promoting the integrity of the program and continues to serve the policy interest of the Peace Corps.

We recommend CMS clarify guidance for QHP issuers on Federal requirements for terminating an enrollee’s coverage when the enrollee fails to pay his or her monthly premium.

CMS should ensure that valid national drug codes are reported for drugs.

We recommend that the Social Security Administration, as part of its Debt Management modernization initiative, establish controls in the new Debt Management Product that ensure technicians can only use the administrative tolerance waiver for overpayments allowable under the provision.
