We recommend that BLM provide training on SFFAS 59 requirements for classification of predominant use subcategories to all BLM staff entering Federal land acres data.

We recommend that OCIO assess and update its IT-related user product code list to streamline the selection process for Financial and Business Management System users.

We recommend that OCIO develop a user product code guide with examples of IT-related purchases for which these codes may be used.

We recommend that OCIO develop and provide training to purchase request creators and approvers on how to identify the appropriate user product codes for IT-related purchase requests.

We recommend that OCIO require all affected bureaus and offices to develop a review process to examine their purchase requests originally classified as "other" and reclassify any purchases with an appropriate IT user product code as necessary.

Develop procedures to ensure survey responses are properly completed and reviewed in a timely manner and that managers are held accountable for when units are closed without valid justification.

Develop an automated tool for notifying field staff in real-time when units open late or close early and sending justification requests to local staff.

Develop system capabilities for recording, analyzing, reporting, and retaining data on units that open late or close early.

Augment suspension-related policies to include strategies for periodically and regularly communicating suspension statuses to impacted customers.

Develop mechanisms to require Postmasters to properly update the status of suspended units to be displayed publicly on USPS.com.

Rec. 1.a: The DoD OIG recommended that the Director, Defense Health Agency, develop and implement a comprehensive plan to consolidate Medical Affirmative Claims program activities from the Military Departments to the Defense Health Agency. The comprehensive plan should include objectives and goals of the transition; identification of barriers or challenges to the transition and strategies to address them; and a schedule with key milestones to complete the transition of legal support office personnel to the Defense Health Agency.

Rec. 1.b: The DoD OIG recommended that the Director, Defense Health Agency, develop and implement a comprehensive plan to consolidate Medical Affirmative Claims program activities from the Military Departments to the Defense Health Agency. The comprehensive plan should include objectives and goals of the transition; identification of barriers or challenges to the transition and strategies to address them; and a schedule with key milestones to complete the development and implementation of standardized positions in the Uniform Business Office and legal support offices.

Rec. 1.c: The DoD OIG recommended that the Director, Defense Health Agency, develop and implement a comprehensive plan to consolidate Medical Affirmative Claims program activities from the Military Departments to the Defense Health Agency. The comprehensive plan should include objectives and goals of the transition; identification of barriers or challenges to the transition and strategies to address them; and a schedule with key milestones to complete the implementation of a common software platform for tracking and processing Medical Affirmative Claims.

Rec. 1.d: The DoD OIG recommended that the Director, Defense Health Agency, develop and implement a comprehensive plan to consolidate Medical Affirmative Claims program activities from the Military Departments to the Defense Health Agency. The comprehensive plan should include objectives and goals of the transition; identification of barriers or challenges to the transition and strategies to address them; and a schedule with key milestones to develop and implement common legal policies for the Medical Affirmative Claims program.

Coordinate with the Midwest Division Director, Processing, to develop and implement a plan to verify supervisors monitor and enforce scanning to improve compliance with the load and unload scanning goals at the Omaha Processing and Distribution Center.

Rec. 2.a: The DoD OIG recommended that the Executive Director of the Army Contracting Command"Rock Island request that the Defense Contract Audit Agency review the allowability, allocability, and reasonableness of the $293.4 million in payments identified in this report, and any subsequent payments made to the contractor for the Logistics Civil Augmentation Program services in support of the Coordinator for Afghan Relocation Efforts Doha.

Rec. 2.b: The DoD OIG recommended that the Executive Director of the Army Contracting Command"Rock Island request a refund from the contractor for any excess payment or arrange for payment to the contractor for any under-billed costs identified by the Defense Contract Audit Agency.

Rec. 2.d: The DoD OIG recommended that the Executive Director of the Army Contracting Command"Rock Island direct and verify that the procuring contracting officer is monitoring the contractors voucher submissions to ensure that they do not exceed the payment requirements outlined in Federal Acquisition Regulation 52.216-7.

Rec. 2.e: The DoD OIG recommended that the Executive Director of the Army Contracting Command"Rock Island review the procuring contracting officers actions for authorizing the contractor to submit additional vouchers without the authority to waive requirements of Federal Acquisition Regulation 52.216-7 or obtaining proof that the contractor had a valid need for additional payments, and take administrative action, as appropriate.

Rec. 2.f: The DoD OIG recommended that the Executive Director of the Army Contracting Command"Rock Island direct the procuring contracting officer to conduct a review of all payments related to telemedicine services, including the $442,294 identified in this report, and determine whether those charges were allowable, allocable, and reasonable. Based on the results of the review, request a refund from the contractor for any excess payment or arrange for payment to the contractor for any under-billed costs identified by the procuring contracting officer and the Defense Contract Audit Agency.

Rec. 3: The DoD OIG recommended that the Commanding General of the Army Materiel Command ensure that the Executive Director of the Army Contracting Command"Rock Island develops and implements procedures to ensure vouchers are reviewed before payment on the Logistics Civil Augmentation Program contract in support of the Coordinator for Afghan Relocation Efforts Doha.
