The Executive Committee should direct Railroad Retirement Board management to elevate Railroad Retirement Board - Office of Inspector General auditor concerns regarding application of authoritative guidance and laws and regulations for Executive Committee determinations when Railroad Retirement Board management disagrees with Railroad Retirement Board - Office of Inspector General auditor assessments.

The Executive Committee should develop and implement Executive Committee procedures for enforcement of Railroad Retirement Board management responsibilities when Railroad Retirement Board management does not take appropriate corrective actions in regard to the application of authoritative guidance and laws and regulations.

Rec. 1.a: The DoD OIG recommended that the Deputy Assistant Secretary of the Army for Installations, Housing, and Partnerships, revise Army Regulation 420-1, "Army Facilities Management," to align the Army's definition of relocatable buildings to the definition in DoD Instruction 4165.56, "Relocatable Buildings," thus eliminating the requirement for the analysis pertaining to the disassembly, repackaging, and nonrecoverable costs of relocatable buildings.

Rec. 4.a: The DoD OIG recommended that the Chief, Directorate of Public Works at Joint Base Lewis-McChord perform the steps necessary to convert the six nonrelocatable buildings from relocatable to real property.

Chief of Management and Administration or designee develops a detailed implementation plan with remaining work to be completed, critical tasks, roles and responsibilities of key personnel, milestones for critical tasks, costs, locations, and any other necessary documentation that would allow the agency to successfully implement HSPD-12.

Rec. 1.a: The DoD OIG recommended that the Commander of U.S. Army Medical Command review the 21,742 medical service accounts that military treatment facility Uniform Business Offices determined were uncollectible to ensure all collection efforts have been exhausted and to obtain approval from the proper authority to terminate the accounts that are uncollectible.

Remedy $10,720,232 in unallowable costs awarded to the Nisqually Tribe to fund a correctional facility that was not funded or used in conformity with the statutory authority of the TJSIP, and that was inappropriately built with the intention of being a profit-generating facility.

We recommend that the Director of HUD's Newark, NJ, Office of Community Planning and Development instruct County officials to reimburse $3,536,974 to the County' HOME program line of credit for assistance spent on the four activities that were partially terminated or noncompliant with program requirements.

We recommend that the Director of HUD's Newark, NJ, Office of Community Planning and Development instruct County officials to provide disbursement documentation to support the eligibility of the $435,094 made for the two activities or repay the County's HOME program line of credit from non-Federal source.

We recommend that the Director of HUD's Newark, NJ, Office of Community Planning and Development instruct County officials to provide documentation to support that laborers associated with the activity are compensated in compliance with Davis-Bacon wage rates. If documentation cannot be provided, $567,767 needs to be reimbursed to the County's HOME line of credit from non-Federal sources.

We recommend that the Director of HUD's Newark, NJ, Office of Community Planning and Development instruct County officials to reimburse $242,269 to the County's HOME program line of credit for CHDO reserve fund disbursed to the ineligible CHDO.

We recommend that the Director of HUD's Newark, NJ, Office of Community Planning and Development instruct County officials to provide documentation to support that at least one-third of the Homefirst board were representatives of a low-income community. If documentation cannot be provided, reimburse the $227,903 to the County's HOME program line of credit from non-Federal sources.

We recommend that the Director of HUD's Newark, NJ, Office of Community Planning and Development instruct County officials to reimburse the $536,507 in program income to the County's HOME program local bank account and record the income in IDIS.

We recommend that the Director of HUD's Newark, NJ, Office of Community Planning and Development instruct County officials to provide documentation, such as pay stubs and leases, to support compliance with HOME program rent limit and income eligibility requirements for the six tenants who occupied HOME-assisted units.

We recommend that the Director of HUD's Newark, NJ, Office of Community Planning and Development instruct County officials to provide documents, such as pay stubs and bank statements, to support the eligibility of the two home buyers. If documentation cannot be provided, reimburse $260,736 from non-Federal sources to the County's HOME program line of credit.

Develop airspace divestment plans for oceanic airspace, and develop and implement the technical requirements needed to support all new plans.

B.1: The DoD OIG recommended that the Deputy Assistant Secretary of Defense (Warrior Care Policy) establish guidance for writing Recovery Coordination Program oversight reports that include the requirement to specifically assign a person or organization to take action on each recommendation.
