OIG recommends that the Under Secretary for Management, in coordination with the regional bureaus, develop and implement guidance regarding the day-to-day operations of remote missions with a focus on those functions that may be impacted by operating remotely such as the provision of consular services, security operations, and managing diplomatic relations.

We recommend that the Contracting Officer direct its carriers to consider pooling their resources into a common PBM agreement, which could potentially not only lower costs to the program but also to its Federal members.

We recommend that the Contracting Officer require the carrier contracts to include a true-up to ensure that each carrier receives the full value of all discounts, rebates, credits, or any other financial guarantees or adjustments included within the PBM's contracts with pharmacies. The true-ups should ensure that only the final costs paid to the pharmacies and/or drug suppliers (including any post-POS reconciliations or true-ups) are passed on to the FEHBP.

A.2: The DoD OIG recommended that the DoD Chief Information Officer, in coordination with the Under Secretary of Defense for Personnel and Readiness and the Office of the Chief Data Officer, conduct a feasibility study of including quality assurance checks in systems used for coding civilian cyber workforce positions to ensure that work role coding is in accordance with the DoD Cyber Workforce Identification and Coding Guide.
