The PMF Program should revise any current program documents (such as OPM CENTRAL-11) that lack clear and concise language surrounding the collection and use of applicant flow data.

The PMF Program should initiate annual internal audits/reviews of program statistics to assess the overall performance of the PMF Program. This review could include the number of participating agencies, demographic make-up of applicants and finalists, and the number of appointed Fellows.

The Chief Privacy Officer should establish a process that complies with Office of Management and Budget requirements regarding the selection, implementation, assessment, and continuous monitoring of privacy controls.

We recommend that the Washington State Health Care Authority review all managed-care health home encounters from July 1, 2013, through March 31, 2017, to determine the enhanced Federal reimbursement that should have been claimed for Medicaid managed-care health home service expenditures based on the portion of the MCOs' capitation payment rate that was specifically attributable to health home services and refund to the Federal Government any unallowable amounts.

Rec. 1: The DoD OIG recommended that the Secretary of Defense establish policy and procedures for implementing basing actions of a unified combatant command. The policy should include potential internal controls to ensure that basing action decisions are transparent and based on verified data.
