Rec. 1.a: The DoD OIG recommended that the Surgeon General and Commanding General of the U.S. Army Medical Command, in coordination with the Commanding General of the Medical Readiness Command, Europe and Director of U.S. Army Installation Management Command"Europe, assess and document the extent of medical oversight necessary at U.S. Army garrisons in the U.S. Army Europe and Africa area of responsibility. If determined that Fire and Emergency Services personnel in the U.S. Army Europe and Africa area of responsibility should have medical oversight in support of the non-transport basic life support mission, identify the appropriate medical oversight provider and establish medical oversight for Fire and Emergency Services personnel to safely perform any assigned medical services.

If determined that Fire and Emergency Services personnel in the U.S. Army Europe and Africa area of responsibility should store, carry, and administer medication, develop and implement associated protocols in accordance with host nation requirements.

Rec. 2: The DoD OIG recommended that the Assistant Secretary of the Army for Manpower and Reserve Affairs update Army guidance to include which Emergency Medical Services requirements should apply to Fire and Emergency Services personnel who perform non-transport basic life support outside the continental United States, ensure consistency with other regulations and policies, and communicate updated guidance to Fire and Emergency Services personnel.
