OIG recommends the GSA Deputy Administrator should conduct an independent review of the 2018 Eagle Horizon results, including the evaluators' notes, the FEMA exercise evaluation guide, and the initial June 6, 2018 After Action Report, and develop a corresponding corrective action plan. Any resultant updated FEMA exercise evaluation guide should be resubmitted to the Federal Emergency Management Agency.
