Rec. 1.a: The DoD OIG recommended that the Director of the Army Research Laboratory, in conjunction with the Army Contracting Command, Aberdeen Proving Ground, Adelphi Contracting Division conduct a review of the enterprise requirements and the performance work statement to determine whether the scope of the current contract should be revised to clearly support the Secure Unclassified Network's cybersecurity requirements and authority to operate.

Rec. 1.b: The DoD OIG recommended that the Director of the Army Research Laboratory, in conjunction with the Army Contracting Command, Aberdeen Proving Ground, Adelphi Contracting Division conduct a review to determine how to increase transparency and communication between the Government parties to the contract to clarify how enterprise funding needs are determined and applied to Secure Unclassified Network enterprise requirements; and to ensure that Secure Unclassified Network enterprise requirements are being fully executed as required.
