Specifically, the Under Secretary of Defense of Acquisition and Sustainment should prepare a memorandum to the Secretaries of the Military Departments and the Directors of the Defense agencies that clarifies the requirements to and importance of verifying that their personnel complete the Transportation Control Movement Document, or shipping manifest, in accordance with the Defense Transportation Regulations before transport of defense items to the aerial port of embarkation.
