Direct UH to update its current award set-up practices to ensure that it sets up accounts for NSF awards such that the account applies indirect costs at the rates established in the Negotiated Indirect Cost Rate Agreement that was in effect as of the date of grant award, rather than using the rates included in the original grant proposals.
