The Commissioner of the Bureau of the Fiscal Service should ensure that the Maximum Tolerable Downtime (MTD) is defined so that an appropriate Recovery Time Objective (RTO) can be established for all hours of the day. Both the MTD and RTO should be documented in the Fiscal Service's contingency plan in accordance with the National Institute of Standards and Technology Special Publication 800-34.
