To strengthen the CAO’s capability and capacity, SIGAR is making the following two recommendations: To help enable the CAO to become an effective supreme auditing institution, SIGAR recommends that the U.S. Ambassador to Afghanistan urge the Afghan government to enact legislation providing the CAO with sufficient independence and authority to fulfill its responsibilities in accordance with internationally recognized audit standards.
