To justify DOD purchases of new aircraft for the SMW, SIGAR recommends that the Under Secretary of Defense for Acquisition, Technology, and Logistics: Suspend all activity under the contracts awarded for the 48 new aircraft for the SMW until the memorandum of understanding between MOI and MOD is completed and signed.
