To improve the accountability over small arms within DOD prior to the transfer of ownership of the weapons to the ANSF, we recommend that the Commanding General, CSTC–A, in coordination with the Director, DSCA: Perform a full reconciliation of OVERLORD and SCIP and correct any data errors identified between the two systems within 6 months.
