To protect the U.S. taxpayers’ investment in phases 1 and 3 of the MOI headquarters project and improve the administration of other construction contracts in Afghanistan, we recommend that the USACE Commanding General and Chief of Engineers, in coordination with the Combined Security Transition Command–Afghanistan Commander, take the following actions and report the results back to SIGAR within 90 days: Remove all manufacturer fire rating and field labels from the noncompliant doors, and notify the MOI of the potential safety hazards resulting from the noncompliant doors installed throughout the headquarters compound.
