To help CBP assess if the BMTF program is achieving its intended outcomes, we recommend that the CBP Commissioner instruct the CBP attaché in Afghanistan to: Develop clear performance metrics for BMTF mentor operations and submit such metrics to DOD/CENTCOM for incorporation into any future BMTF contracts or task orders.
