Establishing procedures for coordinating and executing Counter Threat Finance activities across organizational and geographic boundaries. 4. Developing clearly stated objectives for use in defining measures of performance. 5. Establishing procedures for engaging interagency and foreign partners with building partnership capacity efforts. |
