The Director, Workforce Relations Division, should revise internal outside employment guidelines to require employees to resubmit their outside employment requests at least annually and modify the OES to allow for the systemic closure of all requests for which a renewal was not timely received. OES modifications should include the ability to notify any employees whose request was closed.
