We recommend that EAC address and resolve the following recommendations that the Maine Secretary of State's Office: (a) Transfer into the election fund $618,139 for the questioned payroll charges and $29,960 for the applicable indirect costs as cited above. (b) Perform and provide additional analysis for all payroll charges allocated to HAVA subsequent to the June 20, 2012 payroll distribution to determine the extent of any unsupported payroll costs. (c) Implement written policies and provide training to ensure that employees who expended efforts on Federal activities to accurately record their time in the Office's timekeeping system.
