Terminate CAAs located in foreign countries from the IRS’s CAA program and update policies to no longer allow foreign individuals entry into the CAA program. However, if the IRS continues to allow foreign individuals entry into the CAA program, it should include foreign CAAs in its compliance reviews to ensure that they are complying with the requirements of the program.
