In order to ensure that all major programs or activities are reported to Congress in accordance with Title 51, we recommend the Chief Engineer:7.   Establish procedural requirements for a risk posture analysis to ensure that major programs supporting multiple missions identify and estimate the cost and schedule impact of global and major interdependency risk.
