We recommend that the COO for FSA design and document processes to guide FSA through future strategic planning. The documented processes should consider time-specific milestones for completing key activities, such as the Department’s internal stakeholder feedback processes and the statutory external stakeholder comment period. The processes should also be designed to ensure compliance with the HEA.
