| Text of Recommendation | We recommend that the NOAA Deputy Under Secretary for Operations ensure that OMAO establish a requirements management and change control process to ensure guidance is consistent, repeatable, regularly updated, and baselined. Ideally, this would be developed at the NOAA level and disseminated to NOAA program managers and appropriate Line Office representatives.
