We recommend that the Acting Assistant Secretary for the Office of Elementary and Secondary Education require ALSDE to develop and implement a process, such as a risk-based monitoring tool, to monitor the LEAs’ systems of internal control and processes performed throughout the cohort period to ensure that the data they submit to ALSDE are accurate and complete, students are counted in the right cohort, and LEAs maintain documentation supporting student removal from a cohort.
