The Gulf Coast Ecosystem Restoration Council should acquire additional resources to assist in documenting and implementing its internal control policies and procedures. As the agency grows, these internal controls will set the foundation for achieving the objectives set forth by the Federal Managers' Financial Integrity Act of 1982.
