To better account for ANDSF infrastructure transferred to the Afghan government, we recommend that the CSTC-A Commander, in collaboration with the USACE Commanding General and Chief of Engineers: Revise applicable standard operating procedures to require that the standards for completeness, accuracy, and timeliness, as prescribed by the Unified Facilities Criteria, are applied to DOD real property transfer forms, and that these forms are reviewed for adherence to these standards for all remaining ANDSF infrastructure that will be transferred to the MOD or the MOI.
