To enhance safeguards and improve accountability over State funding for salary support, SIGAR recommends that the U.S. Ambassador to Afghanistan, in coordination with the Assistant Secretary for International Narcotics and Law Enforcement Affairs: Work with the MOF, in coordination with other donors, to develop a mechanism to detect when Afghan government employees receive multiple salary payments.
