To enhance safeguards and improve accountability over State funding for salary support, SIGAR recommends that the U.S. Ambassador to Afghanistan, in coordination with the Assistant Secretary for International Narcotics and Law Enforcement Affairs: Conduct a risk assessment of the Afghan government’s payroll and human resources systems and procedures used to disburse State-funded salary support to identify weaknesses in the systems, and institute conditions or requirements to address those weaknesses.
