To ensure that the government of Afghanistan and U.S. personnel are aware of provincial-level U.S. development activities, priorities, and expenditures across Afghanistan, and to ensure that the Afghanistan government is able to develop an accurate picture of provincial-level expenditures for inclusion in the external budget, SIGAR recommends that the U.S. Ambassador to Afghanistan, in coordination with USFOR-A and the Afghan government: Develop a strategy and methodology to formally report provincial-level project and expenditure data—at the appropriate level of detail—to the government of Afghanistan and provincially based Afghan and U.S. officials; this may require provincial-level expenditure reporting from implementing partners.
