Text of Recommendation | To help ensure that SIKA programs achieve identified strategic and program objectives (increased confidence in district government, leading to the expansion of Afghan provincial government authority and legitimacy through government officials responding to the local population’s development and governance concerns), we recommend that the USAID Mission Director for Afghanistan instruct the USAID Mission Afghanistan’s Office of Acquisition and Assistance and Stabilization Unit to: Instruct the contracting officer’s representatives for each of the contracts to ensure that this plan for community contracting and implementing the Kandahar Model under the NABDP is applied in the regional SIKA programs. |
