Direct URI to strengthen the administrative and management internal controls and processes over transferring significant parts of NSF-funded research to other organizations. Processes could include: Establishing procedures that require URI to verify that, for any subaward it intends to establish to perform research under an NSF grant awarded to URI, it specifically obtains the NSF Grants Officer’s approval, either as part of the NSF grant budget or through a formal FastLane request to transfer the research or effort, before establishing the subaward; Establishing procedures that require URI to verify that, for any subaward costs invoiced by its NSF grant subrecipients, it specifically obtains the NSF Grants Officer’s approval, either as part of the NSF grant budget or through a formal FastLane request to transfer the research or effort, before approving the subaward invoice and charging the expense to an NSF Award; Requiring periodic training for Principal Investigators and other personnel permitted to issue subaward agreements under NSF awards.
