Establish and implement formal invoice review policies and procedures to ensure that invoices and payments for labor charges comply with the FAR and contract terms and conditions. These procedures should include guidance on: (1) contracting officials performing a comprehensive review of charges to determine whether they are reasonable, allocable, allowable, and in line with the statement of work; (2) ensuring invoices are approved and paid in a timely manner; and (3) ensuring COR duties are performed in accordance with the statement of work.
